Body Art Program
City of Moline's Body Art Program
Body Art includes the practice of applying physical body adornment to an individual using such invasive methods as body piercing, tattooing, cosmetic tattooing, branding, scarification, or similar procedures. Anyone performing these techniques are required to comply with both City and State regulations.
The health officer conducts annual inspections and investigates complaints of body art establishments throughout Moline. The health officer assures the required licenses are obtained and that all public health , safety and sanitary protocols are followed and maintained. Body art establishments are also required to register with IDPH.

Body Art Packet includes all the information on how to obtain licenses needed for the Body Art Program. Below is a step by step process on what needs to be completed in order to obtain a license for a Body Art Establishment and/or a Body Art Technician License.
New Body Art Establishment:
- Call the health officer and set up a consultation time to walk thru the proposed space. The health officer will inform you of what is needed in the establishment and can discuss your next steps.
- Complete the IDPH Body Art Application. For more information go to the IDPH Website.
- Complete the Body Art Establishment Application
- Submit the Body Art Technician Application if applying for a technician license as well and follow the steps in the section below.
- Go to finance once the application has been completed to make a payment.
- Call the Police Department at 309-524-2156 to schedule your fingerprinting and background check.
- Once the health officer has received the results of the background check, they will call the applicant to schedule the initial inspection. If the business passes the initial inspection then the license will be issued.
New Body Art Technician:
- Complete the Body Art Technician Application.
- Include a copy of your Hepatitis B vaccination record and Blood Borne Pathogens Training.
- Go to finance once the application has been completed to make a payment.
- Call the Police Department at 309-524-2156 to schedule your fingerprinting and background check.
- Once the health officer has received the results of the background check, they will call the applicant to schedule the initial inspection of the technician's work space.
