Description:
The City of Moline is requesting proposals for the purchase and redevelopment of city-owned property located at 200-202 20th Street, known as the Spiegel Building. The property is located within the City of Moline’s 2014 Riverfront Plan (Moline Comprehensive Plan Updates: Moline Centre/Floreciente/Edgewater) Tax Increment Financing District #13, as well as the Rock Island County Enterprise Zone.

The manner in which this property is redeveloped must be consistent with the City’s adopted redevelopment plan, Zoning Ordinance and must meet certain criteria as to the use of this property. 

This Request for Proposals (RFP) contains a description of the property, description of the goals and criteria set by the City of Moline for this property, and additional information about the site.

Qualifications:
• The extent to which the proposed redevelopment satisfies a desired or unique niche in the marketplace and helps diversify the economy of the city.

• The level of investment and recognition of historical or architecturally significant buildings or sites.

• The increase in tax/fee revenues that may result from the redevelopment.

• The contribution that the redevelopment will make toward increased employment and earnings within the city, including the number and quality of jobs created.

• The degree to which the redevelopment may potentially stimulate other desirable economic development and/or redevelopment activity (catalytic effect):

• The beneficial economic impact/s the redevelopment may have on a particular area of the city, i.e. an area identified by the City of Moline as needing special assistance, including areas needing revitalization or redevelopment.

• The compatibility of the location of the redevelopment with land use and development plans as described by city goals and/or the master plan.

• The beneficial economic impact/track record of any prior redevelopment experience with the City.

• The extent to which additional direct or indirect public costs to the city would be necessary, i.e. extending/upgrading public infrastructure facilities and/or municipal services.

• The demonstrated capacity of the developer to finance, market, manage and package this project including the ability to secure tenants.

• The developer’s demonstrated readiness and ability to proceed on the project including time schedules reasonably described.

Special Requirements:
Proposed property uses must be for one or more of the following:

• Retail uses identified as complimentary to existing business and a good fit for our downtown.

• Residential conversion including rental or condominium units or a mixed use building consisting of residential and commercial uses

• Tourism-related business or activity

• Cultural arts activities and associated businesses

• Corporate headquarters

• Research and redevelopment

• High technology growth business

• Other uses as may be determined by the City of Moline which meet certain criteria and as are identified more specifically according to the adopted master plans and/or redevelopment plans.

• February 9, 2018 - Request for Proposals issued

• March 26, 2018 - Request for Proposals due

• April 2-6, 2018 - Review by City Staff and Renew Moline

• Week of April 16, 2018 - Public Presentations from developers

• Week of April 30, 2018 - PMT review and recommendation to City Council

• May 8, 2018 - Selection of Preferred Developers by the City Council

• July 31, 2018 - Preferred Closing on Real Estate Purchase and Development Agreement
