New Lead Law
Going into Effect
The building department is
reminding all area contractors that if they are paid to
replace windows or renovate residential houses,
apartments and child-occupied facilities built before
1978 then they must be certified by the U.S.
Environmental Protection Agency. For more information
about public meetings that the Illinois Department of
Public Health Lead Program is holding please contact the
Illinois Lead Program at 217-782-3517 or check out the
news release that they sent out on January 30th 2010.
To all local contractors:
Due to new federal regulations
pertaining to the Renovation, Repair and Painting Lead
Law effective April 22, 2010; our office will be
requiring all registered contractors to provide a
Renovation Certification before obtaining buildings
permits after April 22, 2010. For more information

Permits
The City of Moline desires to maintain a timely and
efficient development and redevelopment permitting
process. The following information is provided to assist
you. When these procedures are followed, the plan review,
permitting, and construction start in a timely and
efficient manner.
Depending on the type of project, there are various
required permits, licenses, applications, and fees.
The following is not to be construed as all-inclusive, but
as a guide to establish a one-stop permit process.
The City has appointed a “Point of Contact” staff person
to facilitate your project. The “Point of Contact” person
is the Code Manager and can be reached at
309-524-2371.
Inspections
Inspections are performed only after plans have been
approved and a permit has been issued. Contractors may
schedule inspections by calling Building/Inspections and speaking to office staff or by leaving a
message on the appropriate trade inspector’s voicemail.
Inspections will be performed the following business day.
