Zoning Hearing Officer

The Zoning Hearing Officer was created in 2006 to replace the functions of the former Zoning Board of Appeals.  This is a contractual, administrative position that is appointed by the City Attorney with consent of the City Council based on the individual's familiarity with land use and zoning law.  The zoning hearing officer hears and decides appeals, most variances, and other duties as established by the Zoning & Land Development Code.  Zoning hearings are generally held the 3rd Thursday of the month at 4:00 p.m. in the City Council Chambers, City Hall.  Special meetings may also be held upon request as scheduling allows.  City staff contact is Shawn Christ, Land Development Manager, (309) 524-2050 or schrist@moline.il.us.
