Housing & Community Development

Community Development Division

It is the Community Development Division’s responsibility to administer the City’s Community Development Block Grant Program in a manner compliant with federal and local ordinances; planning, managing, monitoring, and evaluating programs and projects which principally benefit low and moderate income families and/or prevent or eliminate slums and blight.

Each year the City receives approximately $1 million in federal Community Block Grant (CDBG) funds. These funds can be used for eligible activities in the areas of housing, economic development, public facilities, social services, and planning. All funded activities must meet one of the following national objectives: assisting low and moderate-income households; eliminating or preventing slums or blight; or responding to an urgent need.

City departments and nonprofit including 501 (C) (3) agencies that deliver eligible activities to Moline residents are encouraged to apply. To apply for funds, applicants must attend a workshop where the CDBG program is explained and applications are distributed. The workshop is usually held in January, start of the City’s fiscal year. Agencies interested in receiving information about the workshop should contact the CD Manager at 309-
524-2042.

Citizens Advisory Council on Urban Policy (CACUP)

The Citizen’s Advisory Council on Urban Policy (CACUP) serves as a vital informational link between the citizens of Moline and City Hall. CACUP was created by the City Council in 1975, and members are appointed by the Mayor to work directly with City staff on all major aspects of the CDBG program. CACUP advises the City on the CDBG citizen participation process, the City's annual program submission to HUD, and promotes neighborhood participation in identifying needs and priorities. The committee's seven members represent a diversified cross section of the community and make recommendations to City officials regarding community development.
