Mission Statement:  The Planning & Development Department's mission focuses on assisting the City Council and various Boards and Commissions of the City with developing a comprehensive program of long-range community planning and development initiatives.  Implementation of this program centers on moving Moline forward as the community of choice that includes:  a surpassed quality of life; a healthy respect for and balance between the natural and built environments; a diverse mix of housing in stable, safe, unique, and attractive neighborhoods; and by helping to build a dynamic and healthy economy.

 

Description of Department and Services: The Planning & Development Department strives to create a healthy and strong city community with beautiful neighborhoods and a thriving economy. The department provides a full array of economic development, planning & zoning, and neighborhood & housing improvement services.  Whether it is opening a new business, buying a first home or making emergency home repairs for those in need of assistance, department professionals and technicians are  committed to assisting all customers achieve their goals.    With an eye toward continuous improvement of our community and the services we provide, we look forward to the opportunity to assist you.

The Land Development Division administers development-related codes such as the Zoning Code, Subdivision Code, Sign Code, and Flood Hazard Prevention Code.  Additionally, the offices that perform the above functions also have responsibilities relating to the annexation of new territory and management of information related to city property, and providing technical and professional planning support to the Moline Plan Commission.

It is the Community Development Division's responsibility to administer the City's Community Development Block Grant Program in a manner compliant with federal and local ordinances; planning, managing, monitoring and evaluating programs and projects which principally benefit low and moderate income families and/or prevent or eliminate slums and blight.

  • Housing and Neighborhood Services Program.  The Housing and Neighborhood Services Program provides funding and technical planning assistance for re-investment in the City's existing housing stock, thus preserving that valuable asset for future generations.  The program also serves to revitalize neighborhoods, enhance property values, and make homes safer through rehabilitation efforts.  The program is designed to offer housing rehabilitation assistance for low and moderate income families that own their own home.  For more information, contact nramirez@moline.il.us or call (309) 524-2040.

  • Homebuyer Assistance.  The City's Community Development Division provides homebuyer assistance through activities and programs.  Specifically, community seminars on home-buying and homeownership-related issues are typically offered to the public once or twice a year.  Additionally, individual counseling and referrals on matters pertaining to purchasing and maintaining a home is provided.  For more information, contact nramirez@moline.il.us or call (309) 524-2040.
