Annexations
Typically, growth comes
from redevelopment, infill development, or the addition of
new land area annexation. Moline is committed to
achieving growth through all of these mechanisms.
Annexation not only benefits the health and stability of
the citys finances, it also provides a range of benefits
and new opportunities to the entire community, including:

Ensuring urban services are
available to serve urban densities and intensities of
development Moline provides a full spectrum of urban
utilities (water, sewer, drainage) and services (police,
fire, EMS, code enforcement, recreation, and library) that
are not available in unincorporated areas.

Promoting orderly growth
and development through carefully planned extensions of
facilities and services, the city can limit the sprawl and
environmental degradation associated with unplanned
growth.

Promoting service
efficiency and safety pockets of unincorporated lands
surrounded by the city, and development adjacent to the
city limits, can create confusion among citizens and
jurisdictions regarding service responsibilities.

Ensuring an equitable
sharing of costs frequently, city services are extended
to adjoining unincorporated areas without reimbursement of
costs.

Enhancing community
identity and image land use and zoning standards in
isolated unincorporated pockets often contrast with those
of adjacent development in the city creating a poor image
and lack of identity for the entire area.
There is no fee to annex into
