Comprehensive Planning, Neighborhood Planning, and
Corridor Planning
Long Range Planning
The Department of Planning and Development provides the
Mayor, City Administrator, and City Council with
assistance and advice on all community planning and
development matters. Additionally, the Department of
Planning and Development provides professional and
technical staff support services to the City’s Plan
Commission. In conjunction with these planning support
services to City officials, boards and commissions, the
Department works with the Plan Commission and the
Community-at-large to periodically update the City’s
official Comprehensive Plan and to perform and conduct
such other plans, studies, and reports as may be
beneficial to development and enhancement of the City.
Neighborhood and Corridor Planning
As planning needs and opportunities arise, the Department
of Planning and Development develops or assists with the
creation of neighborhood and corridor plans. Typically,
such plans are adopted as elements of the City’s official
Comprehensive Plan. To date, the City has developed and
adopted neighborhood plans for the Floreciente and
Edgewater neighborhoods and the Moline Centre
downtown/riverfront district. The City has also completed several corridor plans to help guide future development
within the Avenue of the Cities Corridor, the John Deere Road corridor, the Illinois 92
corridor, the 19th/27th Street corridor, and most recently
the River Drive Corridor. For 2010, the City will
complete a land use and marketing study for the Airport
South District, the southern edge of Moline in and
around the Quad City International Airport.
Special Projects
The Department of Planning and Development conducts
research, performs analysis, and carries out studies on
special projects pertaining to development-related issues
within the community. Such studies are typically requested
and used by City officials as decision-making aids for
development issues and to guide and inform the City’s
development-related policies.
