The City of Moline prepares
for future development by way of developing and
maintaining a comprehensive plan and its related
sub-elements that pertain to more specific neighborhood
and corridor planning efforts. The regulations of current
development activity is accommodated through the
administration of development related codes.
While the Planning and Administration Division is
generally responsible for working with the City’s Plan
Commission to develop and maintain the City’s Official
Comprehensive Plan, it is the Land Development Division’s
charge to administer development-related codes such as the
Zoning Code, Subdivision Code, Sign Code, and Flood Hazard
Prevention Code. Additionally, the offices that perform
the above functions also have responsibilities relating to
the annexation of new territory and management of City
property.
