Zoning divides the City into zones or districts to
restrict and regulate land for residential, business and
manufacturing uses. Zoning protects property values by
avoiding incompatible uses in close proximity to each
other. The Zoning Code is enacted to promote and protect
the welfare of the citizens of Moline by applying
consistent regulations within each zoning district.
Moline contains 15 zoning districts. There are six
residential districts, one office district, five
business districts, and three manufacturing districts.
The regulations vary from district to district in order
to maintain the character of each district. To determine

Special Uses
The Zoning Ordinance divides the City into districts that
allow uses more or less compatible with each other. In
addition to such uses, other uses may be necessary or
desirable in a given district. Such uses are classified as
"Special Uses" and fall into two categories: (1) Uses
traditionally affected by public interest, and (2) Uses
entirely private which due to peculiar location needs, or
the nature of the service offered, may have to be
established in a district in which they cannot be allowed
as a permitted use under the Zoning Ordinance. Section
35-4100 of the Zoning Code of Ordinances details the
special uses regulated in Moline.
Planned Unit Development
The main objective of a planned unit development is to
permit flexibility in the design of a development through
carefully planned diversification in the location and
style of structures. This overlay district encourages a
more efficient use of land, a more economic arrangement of
buildings, circulation systems, land use and utilities,
and preserves natural amenities. It is an option for
developers to give reasonable assurance of approval before
investing considerable sums. It also assures City
officials that the built project will retain the character
envisioned when initially approved. Section 35-4200 of the
Zoning Code of Ordinances details the standards to be
followed for the planned unit development district.
Rezoning
A property owner who wishes to use his land for purposes
other than those permitted by the current zoning
classification, may request a zoning change or rezoning.
The zoning of a specific piece of property may be
changed only through a public hearing process held
before the Plan Commission followed by final approval
from the City Council. The Moline Comprehensive Plan
2001 contains information that can aid in determining if
a parcel of land is appropriate for a zoning change.

Variances
A variance is required when a project cannot meet a
regulation specified in the Zoning Code. There are
specific types of variances that may be granted if the
project meets variance standards. The variance standards
require a practical difficulty or particular hardship in
carrying out the strict letter of the ordinance, and that
the granting of a variation will not merely serve as a
convenience to the applicant, but is necessary to
alleviate some demonstrable hardship or difficulty. The
variance standards and authorized variances may be found
in Section 35-6202 of the Zoning Code of Ordinances.
