COP East Office
(Moline Housing Authority)
The COP East office works in conjunction with the Moline Housing Authority. The office oversees the police function at Spring Brook Courts, Spring Valley Apartments, and Hillside Heights. The office has two full-time police officers assigned to assist the Moline Housing Authority, residents, and other agencies with security and law enforcement. Quality of life issues are also an integral part of the community-policing concept.
Description of partnership. Officers work directly with Moline Housing Authority (MHA) by attending meetings with the management of MHA. Strategies are developed to address violations of MHA policies, lease violations, law violations and public safety.
MHA shares in the financial responsibility of maintaining the police presence on their properties. MHA and the Moline Police Department each provide for the salary of the two officers. This contract is renewed yearly. This agreement is a wise investment for both MHA and the City of Moline.

What is Community Policing?
Community Policing is an organization-wide philosophy and management approach that promotes community, government and police partnerships; problem solving; and community engagement to address the cause of crime, fear of crime and other community issues.
POLICE ENFORCEMENT POLICIES:
NO TRESPASSING POLICY:
All non-residents must have a visitor pass to be on Moline Housing Authority property. Visitor Passes must be obtained from the leaseholder you are visiting. Failure to obtain a visitor pass immediately upon entering the property will result in your arrest for Trespassing on Moline Housing Authority property. IL. Rev. Statues, Chapter 38, 21-5
Police assigned to COP East also assist in enforcing the following lease regulations:
BOARD MEETINGS:
Moline Housing Authority conducts a monthly board meeting on every 3rd Wednesday of the month. The meetings start at 6:00 PM. The general meeting is open to the public.
The meeting allows all six board members the opportunity to review the daily operations and reports from the MHA. The Moline Police Department also gives a progress report of the activities involving the COP East office.
RESIDENT MEETINGS:
The Moline Housing Authority and the Moline Police Department COP East officers host a monthly resident meeting at each of the three apartment complexes.
All residents are encouraged to attend these meetings. Most meetings offer some sort of training topic or general information. Residents are also afforded the opportunity of sharing ideas and information with the MHA staff or COP East officers. Other meetings are recreational assemblies, which offer everything from bingo, karaoke, food, etc.

The COP officers participate in a number of field trips and other youth activity throughout the year.

PAY FOR GRADES PROGRAM:
Students grades K-12 are awarded for academic achievement in school. COP East awards children with money for good grades. Students from Spring Brook Courts are encouraged to attain good attendance, satisfactory grade points, and excellence in achievement. The police, school, and Moline Housing Authority also treat students to an awards presentation that includes a pizza party.
