Citizens Advisory Council on Urban
Policy (CACUP)
This Committee was
created in 1975 to make recommendations to City Council
regarding the distribution of local Community
Development Block Grant funds. The members of this

Consolidated
Public Safety Communications Budget Board
In 1999, the Cities of Moline and East Moline
consolidated the emergency dispatching systems and
opened the Public Safety Communications Center (911
Centre) at 1200 River Drive, Moline, IL. This Board was
created for the sole purpose of discussing and approving
budget matters. Please see the Boards & Commission

two Aldermen of each city comprise the board membership.

authority from the Illinois Municipal Code, Illinois
Compiled Statues and the City of Moline Code of

Fire Pension Board
The Fire Pension Board derives its authority from the
Illinois Pension Code, Chapter 40 of the Illinois
Compiled Statutes for the benefit of the firefighters,
surviving spouses, children and certain other
dependents. This board has 5 members. Two members are
appointed by the Mayor, two members are active
participants of the pension fund who are elected from
the active participants and one member who is retired
and elected by the retirees.
Meetings are held quarterly on the fourth Thursday at
8:30 a.m. in the Conference Room at the Fire Station,

Foreign Fire Insurance Tax Board
Illinois Compiled Statue states that a company,
corporation or association outside of Illinois that
sells fire insurance to property owners in the City of
Moline must pay 2% of the gross receipts to the Illinois
Municipal League which then distributes the funds to the
Foreign Fire Insurance Board of Moline.

Fees
According to City of Moline Code of Ordinances, the
board is then authorized to expend the funds for the
following purposes:

Personnel expenditures for safety devices or
education
-
Personnel expenditures for training or training
materials
-
Personnel expenditures for health or physical
fitness devices, education, or screenings
-
Furniture, appliances, and other materials necessary
for personal comfort of personnel the firehouses
-
Specialized equipment such as cardio-pulmonary
resuscitation dolls or jaws of life
-
Compensation for treasurer and auditing of the fund
-
Bonding for the board and its officers
-
Pension contributions to the fire pension fund; but
not contributions required of
individual members of such fund

Human Rights Commission
This
Commission was created to aid in securing an end to
unlawful discrimination within the City of Moline.
Duties
of the Commission are the Notification of Rights
according to Section 2-4702 of the Moline Code of
Ordinances and to educate the public through meetings,
distribution of materials and educational seminars as it
pertains to the the illegality of discrimination and the
rights of persons who have suffered from unlawful
discrimination and the remedies available to them under
existing law.

Keep
Moline Beautiful Commission
This
Commission
was formed in 2008 to
work with volunteers to create a healthy, sustainable
community environment promoting Beautification, Litter
Prevention, and Recycling. As a
Keep America Beautiful affiliation for the City of
Moline, the Keep Moline Beautiful Commission has
formalized many existing volunteer programs and developed
several new programs and activities. During the first year the Commission recruited 411
volunteers that collected more than 56 tons of trash and
litter for the Great American Clean up, distributed
recycling and environmental teaching materials to 14
elementary schools, planted the flowers in the downtown
planters in partnership with a program called Join Hands
Day, started a new Adopt A Garden program for city parks
and entry ways, assisted with an Environmental Film
Festival, and started bench marking the City’s carbon
foot print as part of the Cool Cities Initiative.

Moline Centre Main
Street
This Commission was created in 2010 to improve all aspects
of the downtown and central business district.
Improving economic management, strengthening public
participation and making Moline a fun place to visit are
as critical to our collective future as recruiting new
businesses and rehabilitating buildings. The
Commission is building on Moline's inherent assets -
rich architecture, personal service, and most of all, a
sense of place. The Main Street approach seeks to
rekindle entrepreneurship, downtown cooperation, and
civic interest.

Project Management
Team
The
Project Management Team (PMT) was created in 1991, in
order to review development projects and provide
recommendations regarding said development projects in
the Tax Increment Financing District #1 (Downtown Moline
Centre). Additionally, the PMT serves as a vehicle for
communication between such organizations as the Design
Build Management Team, Property Owner’s Group, Moline
Centre Main Street, Western Illinois University, Renew
Moline and the City of Moline.
Voting
membership of the Project Management Team includes the
Mayor, four aldermen appointed by the Mayor with the
advice and consent of the City Council, one member or
appointed representative from Renew Moline, one member
or appointed representative from the Board of Trustees
of Western Illinois University, and two additional
private sector members who shall be appointed by the
Mayor with the advice and consent of the City Council.

The overall purpose of the commission is to
encourage the continuing betterment of opportunities for the
wholesome development of the youth in the City. The
