City Council

 

City Council Members are listed below.

The City Council is Moline’s Legislative body and is comprised of the Mayor, one member from each of the seven wards within the city, and one At-large member. The citizens elect each member to a two-year alternating term. All elected officials serve on a part-time basis. Five members constitute a quorum, which is required to conduct City business.

Moline has a Council-City Administrator form of local government.  The City Council comprises the policy leadership that directs the city government to meet the needs and wants of the citizens of Moline. The City Council is responsible for setting all municipal policies and legislative action such as adopting ordinances and resolutions, determining the tax rate, and approving the annual budget and contracts. The City Administrator is appointed to carry out municipal policies with the assistance of the entire city staff, and to ensure that the entire community is being served. 

Council members meet as Committee-of-the-Whole (working session) on the first four Tuesdays of each month at 6:30 pm in Council Chambers, unless otherwise posted.  The  City Council meets the first four Tuesdays of each month immediately following the Committee-of-the-Whole meeting,    unless otherwise posted.  During the summer months, Committee-of-the-Whole and City Council does not meet on these dates: 3rd Tuesday in June, 2nd Tuesday in July, and 1st Tuesday in August, unless otherwise posted.

City Council and Committee-of-the-Whole sessions are open to the public. The Council wants to assure that any citizen may speak in support or against any item on the Agenda and encourages expression of all views before action is taken.

City Council and Committee-of-the-Whole Agendas are available for public review the Friday afternoon preceding the Council meeting. Agendas are posted at City Hall on the public bulletin board on first floor, and are available outside Council Chambers. Agendas are also posted on the City's Website.

John Knaack is a life-long resident of Moline. He is currently in his first term as alderman representing Ward 1. Alderman Knaack was elected to the City Council in 2007, and his current term will expire on April 30, 2011.

Alderman Knaack actively supports strengthening our neighborhoods, particularly our older neighborhoods, and the downtown, focusing on expanding the tax base through the retention of existing businesses and attraction of new companies to our city.

Alderman Knaack is a graduate of Moline High School, Black hawk College and Scott Community College Apprentice Class for Pattern Making.  He is the owner of General Pattern Corporation in Moline. He is a past member of the Moline Second Alarmers, and past board member of the Pattern Makers Federal Credit Union. 

In his free time, Alderman Knaack enjoys building hot rods and furniture, and working in his yard and rock garden.  He and his wife Trudy have two children and one grandson.

Richard Meredith has lived in Moline for 24 years. He is currently in his first term as alderman representing ward 2. Alderman Meredith was elected to the City Council in 2009, and his current term will expire on April 30, 2013.

Alderman Meredith actively supports infrastructure and economic development with emphasis pertaining to small businesses - what can I/we do to assist you in painting a master piece on the canvas which happens to be in front of you now!

Alderman Meredith has enjoyed a continual life “learning” experience. He has served in the United States Air Force and the United States Naval Reserve. Mr. Meredith is a certified USUI Shiki Ryoho Reiki Master (Master Level) and a certified massage therapist of Swedish modalities and a graduate of Hallowood Therapeutic Massage. He is currently retired.

Alderman Meredith is active in the community, including volunteering with the American Red Cross, WVIK radio, WQPT television, QC PAWS, Rock Island County Animal Care Facility, Rock Island County Task Force on Poverty, and QC Skyraiders Club. He currently serves as Secretary for the Moline Human Rights Commission. Mr. Meredith is a graduate of the Citizens Police Academy, Quad City Chamber of Commerce Leadership Academy, and is a member of Junior Achievement Hall of Fame, and formally President and Past President of Toastmasters Club 5647 and Area/District President of the Year. Additional service includes two terms as 5th Ward Alderman in East Moline, serving on numerous city committees and boards.

In his free time, Alderman Meredith enjoys spending time with his wife, Lynnette, and companion, Cuddles. He also enjoys musicals, plays, movies, reading and biblical history.

Scott Raes is a life-long resident of the city’s third ward. He was elected to the City Council in May of 2003 to represent the Ward 3. His current term will expire on April 30, 2011.

Alderman Raes actively supports a strong working relationship between the Moline School Board and the City Council. He also serves as Mayor Pro Tem, is a member of the Project Management Team, and serves as a Trustee for the Moline Firefighters Pension Fund.

Alderman Raes is active in the community as past President and current member of both Moline Kiwanis and The Center for Belgian Culture. He is a current board member of the Quad City Crime Stoppers, and also belongs to the Quad City Estate Planning Council. He is a 2002 graduate of the Illinois Quad Cities Chamber Leadership Academy.

A 1977 graduate of Moline High School and a 1981 graduate of St. Ambrose University, Alderman Raes received a Bachelor of Arts in Business Administration. He is employed as a Senior Vice President and Trust Officer at First Midwest Bank.

In his free time, he serves as an assistant coach for youth sports. He and his wife Debbie have two children.

Ted Ronk is a life-long resident of Moline. He is currently in his first term as alderman representing ward 4. Alderman Ronk was elected to the City Council in 2009, and his current term will expire on April 30, 2013.

Alderman Ronk actively supports public health and safety, responsible infrastructure improvements, a fiscally responsible city government, and economic development measures to promote existing business expansion and attracting new companies to Moline to grow the tax base.

He is a Senior Member with the American Society for Quality (ASQ), and a FAA certified flight instructor with commercial-multi-engine and instrument ratings. Mr. Ronk was co-founder and the first President of the Moline High School Choral Music Parents Association, and is a US Army Veteran.

Alderman Ronk is a graduate of Moline High School and Black Hawk College with a degree in Accounting and Economics. He is employed as a Quality Assurance Administrator with a local manufacturing company, serving for 32 years.

In his free time, Alderman Ronk enjoys family activities, reading, wellness exercise, following current events, golf and fishing. He and his wife, Denise, have four children and one grandson.

Lori Turner has lived in Moline for 16 years. She was elected to the City Council in May of 2007 to represent Ward 5. Her current term will expire on April 30, 2011.

Alderman Turner actively supports public safety, revitalizing the downtown, encouraging family activities and curbside recycling. She also serves as the City’s liaison to the Library Board.

Alderman Turner is active in the community as Head of the Advisory Board of Lydia Home Association, and an Active member of the Rock Island County Medical Society Alliance. She is past president of the Illini Hospital Foundation, and past president of the Moline High School Choral Music Parents Association. She attends Faith Lutheran Church and has served on numerous committees.

Alderman Turner is a graduate of Sumner High School, Sumner, Iowa. She received Dental Assistant Training in the United States Navy, where she served for five years. She worked in the oral surgery field for an additional five years. Alderman Turner is currently a homemaker and community volunteer.

In her free time, she enjoys reading, gardening, baking and outdoor activities. She and her husband Mike have three children.

Kevin Schoonmaker is a life-long resident of the Quad Cities, and has resided in Moline for the past twelve years. He was elected to the City Council in April of 2009 to represent Ward 6. His current term will expire on April 30, 2013.

Alderman Schoonmaker actively supports working to help retain and attract businesses to Moline, promoting fiscal responsibility to ensure that the City’s finances are spent wisely, and keeping public safety as a high priority.

Alderman Schoonmaker is active in the community as a past President and current member of Moline Kiwanis, Member of the Moline Police Pension Board, and Board Member of Crime Stoppers of the Quad Cities. He is a member of Christ the King Catholic Church.

Kevin is a graduate of Alleman High School and Augustana College.
He is employed as a Loan Officer/Vice President at BankORION, Moline branch.

In his free time, he enjoys spending time with family and friends, camping, canoeing and traveling. He and his wife Maggie have five children.

Dorothy Armstrong has lived in Moline for 43 years. She was elected to the City Council in May of 2003 to represent Ward 7. Her current term will expire on April 30, 2011.

Alderman Armstrong actively supports providing excellent core services to Moline residents and capital improvements to City streets and parks.

Alderman Armstrong previously served as a member of the Moline Citizen Advisory Committee. She attends Sacred Heart Parish.

Alderman Armstrong is a graduate of St. Catherine’s Hospital School of Nursing and Creighton University. She is a retired nurse from the Rock Island County Health Department and Illini Hospital.

In her free time, Alderman Armstrong enjoys exercising, cooking, reading, playing bridge and spending time with her grandchildren and family. She and her husband, William, have two children and seven grandchildren.

Gary Brown is a life-long resident of Moline. He was elected to the City Council in April of 2009 as Alderman-at-Large. His current term will expire on April 30, 2013.

Alderman Brown actively supports increasing single-family housing, attracting more people to Moline, and ensuring that the city remains a safe place to live.

Alderman Brown is active in the community as a past member of Moline Rotary Club, current member of Moline Kiwanis Club and a volunteer for the John Deere Classic.

A graduate of Moline High School and the University of Illinois, Alderman Brown holds a Bachelor of Arts Degree and a Masters Degree. He was formerly Superintendent of Arrowhead Ranch, and is now retired.

In his free time, he enjoys golf, working with flowers, and activities involving his grandchildren. He and his wife Nikki have two children and three grandchildren.
