The
City Council is
Moline’s Legislative body and is comprised of the
Mayor, one member from each of the seven wards
within the City, and one that represents the City
At-Large. The Aldermen are elected to a four year
term, with half of the aldermen elected every two
years. The Aldermen are paid $100.00 per meeting and
meet approximately 42 times per year. Five members constitute a
quorum, which is required to conduct City business.
Moline has a Council-City Administrator form of
local government. The City Council is responsible
for setting all municipal policies and legislative
action such as adopting ordinances and resolutions,
determining the tax rate, and approving the annual
budget and contracts. The City Administrator is
appointed to carry out municipal policies with the
assistance of the entire city staff, and to ensure
that the entire community is being served.
Council members meet as
the Committee-of-the-Whole on the
first four Tuesdays of each month at 6:30 pm in
Council Chambers, unless otherwise posted. The
formal City Council meeting is held immediately
following the Committee-of-the-Whole meeting. Please
check the meeting calendar for summer meeting month
dates.
City Council and Committee-of-the-Whole
sessions are open to the public. The public is
allowed to address City Council at the end of the
meeting after stating their name and address.

posted at City Hall on the public bulletin board outside Council

John Knaack is a life-long resident of Moline. He
is currently in his first term as alderman
representing Ward 1. Alderman Knaack was elected to
the City Council in 2007, and his current term will
expire on April 30, 2015.
Alderman Knaack actively supports strengthening our
neighborhoods, particularly our older neighborhoods,
and the downtown, focusing on expanding the tax base
through the retention of existing businesses and
attraction of new companies to our city.
Alderman Knaack is a graduate of Moline High School,
Black hawk College and Scott Community College
Apprentice Class for Pattern Making. He is the
owner of General Pattern Corporation in Moline. He
is a past member of the Moline Second Alarmers, and
past board member of the Pattern Makers Federal
Credit Union.
In his free time, Alderman Knaack enjoys building
hot rods and furniture, and working in his yard and
rock garden. He and his wife Trudy have two
children and one grandson.

Richard Meredith has
lived in Moline for 24 years. He is currently in his
first term as alderman representing ward 2. Alderman
Meredith was elected to the City Council in 2009,
and his current term will expire on April 30, 2013.
Alderman Meredith actively supports infrastructure
improvements, economic development and to maintain a
strong fiscal city.
Alderman Meredith has enjoyed a continual life
“learning” experience as education never ends.
His social and community
accomplishments (past and present) include:

• Graduate of the Citizens Patrol Academy; QC
Chamber of Commerce Leadership Academy
• Junior Achievement Hall of Fame; President and
Past President of Toastmasters Club 5647 and

• Currently serves on the Renew Moline Board (PMT)

• Two terms as 5th Ward Alderman in East Moline -
serving on numerous city committees and boards.
Alderman Meredith is retired. In his free
time, he enjoys spending time with his wife, Lynnette, and
his two bundles of joy, Bubbles and Snuggles. He also enjoys
attending musicals, plays and movies.

Scott Raes is a life-long resident of the city’s
third ward. He was elected to the City Council in
May of 2003 to represent the Ward 3. His current
term will expire on April 30, 2015.
Alderman Raes serves as Mayor Pro Tem, is a member of the Project
Management Team, and serves as a Trustee for the
Moline Firefighters Pension Fund.
Alderman Raes is active in the community as past
President and current member of both Moline Kiwanis
and The Center for Belgian Culture. He is a current
board member of the Quad City Crime Stoppers, and also belongs to the Quad City
Estate Planning Council. He is a 2002 graduate of
the Illinois Quad Cities Chamber Leadership Academy.
A 1977 graduate of Moline High School and a 1981
graduate of St. Ambrose University, Alderman Raes
received a Bachelor of Arts in Business
Administration. He is employed as a
Senior Vice President and Trust Officer at First
Community Trust.
In his free time, he serves as an assistant coach
for youth sports. He and his
wife Debbie have two children.

Ted Ronk

Ted Ronk is a life-long resident
of Moline. He is currently in his first term as
alderman representing ward 4. Alderman Ronk was
elected to the City Council in 2009, and his current
term will expire on April 30, 2013.
Alderman Ronk actively supports public health and
safety, responsible infrastructure improvements, a
fiscally responsible city government, and economic
development measures to promote existing business
expansion and attracting new companies to Moline to
grow the tax base.
He is a Senior Member with the American Society for
Quality (ASQ), and a FAA certified flight instructor
with commercial-multi-engine and instrument ratings.
Mr. Ronk was co-founder and the first President of
the Moline High School Choral Music Parents
Association, and is a US Army Veteran.
Alderman Ronk is a graduate of Moline High School
and Black Hawk College with a degree in Accounting
and Economics. He is employed as a Quality Assurance
Administrator with a local manufacturing company,
serving for 32 years.
In his free time, Alderman Ronk enjoys family
activities, reading, wellness exercise, following
current events, golf and fishing. He and his wife,
Denise, have four children and one grandson.

Lori Turner has lived in Moline for 16 years. She
was elected to the City Council in May of 2007 to
represent Ward 5. Her current term will expire on
April 30, 2015.
Alderman Turner actively supports public safety,
revitalizing the downtown, encouraging family
activities and curbside recycling. She also serves
as the City’s liaison to the Library Board.
Alderman Turner is active in the community as Head
of the Advisory Board of Lydia Home Association, and
an Active member of the Rock Island County Medical
Society Alliance. She is past president of the Illini Hospital Foundation, and past president of
the Moline High School Choral Music Parents
Association. She attends Faith Lutheran Church and
has served on numerous committees.
Alderman Turner is a graduate of Sumner High School,
Sumner, Iowa. She received Dental Assistant Training
in the United States Navy, where she served for five
years. She worked in the oral surgery field for an
additional five years. Alderman Turner is currently
a homemaker and community volunteer.
In her free time, she enjoys reading, gardening,
baking and outdoor activities. She and her husband
Mike have three children.

Kevin Schoonmaker is
a life-long resident of the Quad Cities, and has
resided in Moline for the past twelve years. He was
elected to the City Council in April of 2009 to
represent Ward 6. His current term will expire on
April 30, 2013.
Alderman Schoonmaker actively supports working to
help retain and attract businesses to Moline,
promoting fiscal responsibility to ensure that the
City’s finances are spent wisely, and keeping public
safety as a high priority.
Alderman Schoonmaker is active in the community as a
past President and current member of Moline Kiwanis,
Member of the Moline Police Pension Board, and Board
Member of Crime Stoppers of the Quad Cities. He is a
member of Christ the King Catholic Church.
Kevin is a graduate of Alleman High School and
Augustana College.
He is employed as a Loan Officer/Vice President at
BankORION, Moline branch.
In his free time, he enjoys spending time with
family and friends, camping, canoeing and traveling.
He and his wife Maggie have five children.

Sean Liddell has been an
Illinois
resident since 2000, and has lived in
Moline
since 2008. He is currently in his first term as
alderman representing ward 7. Alderman Liddell was
elected to the City Council in 2011, and his current
term will expire on April 30, 2015.
Alderman Liddell actively supports providing high
quality municipal services, responsible
infrastructure improvements, and creating a
permanent business friendly environment for
Moline.
Alderman Liddell is active in the community. He
serves on Board of Directors for Bi-State Regional
Commission and has previously served on
Moline’s Parks and Recreation
Board.
Alderman Liddell has a Bachelor of Science degree
from Purdue
University in
West Lafayette,
Indiana. He has professional
experience in IT consulting, healthcare, and
banking. He is currently employed at American Bank &
Trust as its Vice President and Director of IT.
In his free time he enjoys spending time with family
and friends, playing basketball, and playing guitar.

Stephanie Acri has lived in Moline for 18 years.
She was appointed to the City Council in April of
2011 as the Alderman-at-Large (term expires on April
30, 2013).
Alderman Acri enthusiastically supports business
interests in the community as well as excellence in
education and health care.
Alderman Acri is active
in the community currently serving on the Quad
Cities Chamber of Commerce Board, the Moline Youth
Football Association Board, Trinity Regional Health
System Board, Trinity College Governance Board,
Trinity Medical Center Board as Chair and the Two
Rivers YMCA Board. Stephanie is also involved in
projects supporting Family Resources, Moline School
District, and Augustana College.
Alderman Acri is a
graduate of Oelwein High School, Oelwein, Iowa. She
received a Mechanical Engineering degree from the
University of Iowa. Alderman Acri owns and operates
Evans Premium Manufacturing. This manufacturing
company is located in Rock Island and specializes in
the production of cylindrical steel parts for the
agricultural and construction industries.
In her free time,
Alderman Acri enjoys attending her children’s
activities, yoga, home improvement projects,
spending time outdoors and traveling. She has 3
children currently attending Moline Public Schools.
