The
Mayor is the chief elected official of the city whose primary
function is to foster good community relations through active
leadership. The Mayor presides at all Council meetings and casts
his vote in the event a tie occurs. The Mayor, along with the
City Council, is involved in setting municipal policy, taking
legislative action and reviewing the annual budget.
An important role of the Mayor is to
provide continuing liaison with the various agencies of the city
and with other governmental bodies both within and outside the
city. The Mayor directly serves on a variety of local, state and
regional organizations, and ensures responsible community involvement
in City projects through the appointment of qualified board and
commission members. The Mayor also serves as the Local Liquor
Control Commissioner, and administers the Code of Ordinances governing
liquor and tobacco licensees within the City of Moline.

Mayor Welvaert
holds a Bachelor's Degree in Liberal Arts from Western Illinois
University. He retired as Operations Manager for
MidAmerican Energy Company in January of 2006 after 35 years of
service.
Mayor Welvaert is active in the community as a member of the
Moline Rotary, Chairman of the Northwest Municipal League, Chairman of the Bi-State
Regional Commission, Treasurer of the Rock Island Arsenal
Development Group and Vice President of the Illinois Municipal
League. He previously served as a Board Member of the
former Quad City
Development Group and the .
Mayor Welvaert serves on the Energy and Neighborhood Improvement
Committees for the U.S. Conference of Mayors. He is Chairman of the Electrical Committee for the John Deere
Classic, and was the recipient of the Denny Holmberg
Distinguished Service Award. He attends
Trinity Lutheran Church.
Mayor Welvaert began his public career in May of 2001 when he
was elected as Alderman-at-Large. He has actively supported the
enhancement of Moline’s park system and previously served as the
Council’s liaison with the Park Board. He was elected Mayor in
2005, and was re-elected to a second term in 2009. His current term will expire
May 1, 2013.
In his free time, Mayor Welvaert enjoys working in the yard,
golf and fishing. He and his wife, Sally, have two children and
four grandchildren.
