About the Program

The overall goal of this program is to provide forgivable loans to low-income and very-low income homeowners so their homes can be rehabilitated to minimum housing standards. Eligible items include but are not limited to HVAC, foundation issues, insulation, electrical and plumbing systems and house roof assembly’s repair/replacement. This program is available in the cities of Moline, East Moline and Silvis. Participation is based on a lottery drawing. See Program Rules below.

Lottery Information
Beginning, Tuesday, August 1, 2017, any interested Homeowner of an Owner Occupied household may complete an entry form for entry in the lottery drawing.  Entry forms will be available at City of Moline’s Planning Department, 619 16 Street, Moline, IL  61265; East Moline City Hall, 915 16th Avenue, East Moline, IL 61244; and Silvis City Hall, 121 11th Street, Silvis, IL 61282.  All entry forms must be submitted in the City the home is located. Entries must be received by the City by Thursday, August 31, 2017, 4:00 p.m-no exceptions.  Only one entry form is allowed per address.

On September 16, 2017, a drawing will take place for all three cities at the Moline Public Library, 3210 41st Street, Moline, IL at 9:00am (doors will open at 8:00am). You must be present at the drawing to be considered. The City will have information available at the Moline Public Library on September 16 about other housing programs as well.
   

Please be advised that applicants that exceed the current Moline, Illinois 2017 Household Income Limits will not be considered for this lottery opportunity.
