Moline Centre Partners will hold two public forums to get feedback on new parking rules in downtown Moline.  The forums will be held on Thursday, August 31, from 7 to 10 am and 3 to 6 pm at Centre Station, 1200 River Drive, Moline.  Downtown merchants, property owners, residents and anyone who visits the downtown area is invited to attend.

On January 17, 2006, the Moline City Council passed Ordinance 3001-2006 amending Chapter 20 “Motor Vehicles & Traffic, Section 20-5109, related to parking in the downtown area. The new downtown parking plan was designed to create more accessible and convenient parking for customers, business owners and employees of downtown businesses. Under the adopted ordinance, all municipal lots are either 2 hour free parking, 24 hour free parking or leased parking. On street parking is now  limited to one hour. One and two hour time limits do not apply to those displaying a handicapped placard.

All municipal parking lots have been identified with signs and will be enforced Monday – Friday between the hours of 8 am – 5 pm. After 5 pm and on weekends, free parking is available in all municipal lots. Enforcement of the new parking changes began in March 2006. A new easy-to-use, color coded map showing parking locations was distributed in the downtown area and at city buildings.

The new parking plan was a result of recommendations provided by a Downtown Parking Committee, consisting of city staff and members of Moline Centre Partners, a not-for-profit public-private partnership working to bring continued revitalization in downtown Moline. Through research, evaluation and input from local businesses, the committee proposed changes in an effort to make parking more convenient and to encourage visitors to the downtown for shopping, leisure and conducting business.

“The changes were designed to provide an organized, convenient and economical system of parking in the downtown area,” said Lysa Hegland, Executive Director Moline Centre Partners. “With thousands of parking spaces available, Moline can accommodate current and future parking needs in the central business district, and will support growth of business throughout Moline Centre.”
 
“I am very appreciative of the hard work put forth by the Downtown Parking Committee and the Moline Centre Partners in evaluating all the parking spaces throughout the central business district and formulating a comprehensive recommendation that addresses most of the concerns of the business community as well as those of the motorists who travel to the downtown for work or to visit local businesses,” said Lew Steinbrecher, city administrator.

Moline’s new Midtowne Parking facility at 1601 – 6th Avenue, provides 443 parking spaces, serving both public and leased parking. Free two hour parking is available on the ground level, while the second, third and fourth levels are reserved for leased parking. Currently the reserved spaces are 67% rented, leaving 120 spaces still available for lease to local businesses. Additional leased parking is available in other municipal lots. A new roving parking permit and a one day parking permit is available for downtown businesses to purchase for those customers who need to extend parking beyond the one and two hour time limits.  For lease parking information, contact Keith Verbeke, Revenue Manager, 309-797-0482.
