Moline Offers Two Façade Improvement Programs

The City of Moline is introducing a second façade program. The
Neighborhood Business District Façade Improvement Program offers assistance for exterior building improvements to commercial property owners in the Uptown, Olde Towne, and Avenue of the Cities business districts. The program is modeled after the downtown façade program.

Funding for the new program was provided by the City of Moline and Community Development Block Grant funding administered by the Citizens Advisory Council on Urban Policy. The forgivable loan program allows property owners to apply for assistance in order to renovate street-facing exteriors of commercial buildings. The program offers a dollar for dollar match up to $10,000 for one façade.

Moline’s Downtown Façade Improvement Program was established in 2004 for businesses located within the downtown Moline TIF (Tax Increment Financing) District. It was designed to assist with the refurbishing of building exteriors, with the intention of emphasizing and highlighting the building’s historic character. To date, 28 different building improvements have been made within the downtown area resulting in nearly $900,000 in public and private investment.

“It has been a goal of the City Council to encourage reinvestment in neighborhood business districts,” said Ray Forsythe, Director of Economic Development. “The downtown façade program has been extremely popular. It is anticipated that the new program will spark the same kind of interest in other parts of the city. Heritage Natural Foods and Gateway Lofts are just two of the projects that are a testament to the downtown program’s impact.”
