City Administrator Lew Steinbrecher announces the
permanent appointment of Kim Hankins as the new Moline
Police Chief. Mr. Hankins has served as interim Police
Chief since January 18, 2010.
Kim Hankins is a 30-year veteran of the Moline Police
Department who began his career with the City in January
of 1980 as a police officer. Kim has served as sergeant,
training sergeant, lieutenant and has been a police
captain with Moline since 2005. He holds several
instructor certifications, and has served as Field
Training Officer, Range Officer and Bicycle Patrol
Coordinator. He was appointed Chief Coordinator and
Manager of the department’s move to the new headquarters
facility in 2007. Kim was also a recipient of the Moline
Police Departments Meritorious Achievement &
Distinguished Service Award.
Chief Hankins will serve as a profound role model for
the Police Department within the law enforcement
community and Moline citizenry. His customer service
orientation will firmly contribute to improving the
organization’s responsiveness to local concerns and
issues.
“Kim Hankins management skills will continue the long
tradition of strong law enforcement administration
within the Moline Police Department and his leadership
style will enhance the overall performance of the
organization, particularly during these financially
challenging times for the City when employees are being
asked to maintain existing service levels with fewer
resources,” said Lew Steinbrecher, City Administrator.
“Kim possesses the abilities, integrity, and mental
aptitude to carry out the responsibilities of the Police
chief’s position, and to balance the internal
administrative duties of the job with the external
community relationship-building expectations,” said
Steinbrecher.
Kim was selected from a very strong field of candidates,
including Chiefs and Commanders from other communities
and two other internal Captains.

Police of the Moline Police Department. The people who
work for the department, both past and present, have
been dedicated to providing the best protection and
service to this community, said Kim Hankins, Police
Chief. “I am proud to have been a part of that tradition
and am especially honored to serve as the head of this
great organization. I look forward to working with other
city officials and departments in a concerted effort to
assure the highest level of public safety and service to
our community.”
Confirmation of Kim Hankins’ appointment as the new
Moline Police Chief will take place at the March 23,
2010 City Council meeting.
